That is the way it works with planning for a construction project too. My architect and I were meeting with a potential client yesterday for an addition project, and they said “I wish there were a book that told you the steps for going through this process. I’m afraid of getting things in the wrong order and messing something up.” Couldn’t have said it better myself. It is scary. There are probably 153 books on Amazon on “The Steps To A Construction Project,” but why do so many people end up mystified or unsatisfied with the process? The traditional model for planning a construction project... The traditional model for planning a construction project… (Click to enlarge) Let me share a simple way we have found to help planning for a project work more better (ex-English teacher here). The secret is timing: this before that, that before the other. Imagine the design/construction process being like a giant funnel. Traditionally (the way I learned to do it 20 years ago), the client tells an architect and/or contractor what they want, the architect draws a plan, the contractor (or three or four) gives them a bid, there is some quibbling, and a contract is signed (small end of the funnel). Then as the project goes, the client, architect and contractor start discovering each others’ visions ...and the ideal model. (Click to enlarge). …and the ideal model. (Click to enlarge). “Oh, that’s our tile? That’s not our tile.” “Oh, that’s behind the wall? How did that get there?” By the time the project ends, there is a vast difference between what the client thought they would pay and what the project actually cost (big end of the funnel). Narrow to wide. To be clear, in something as complicated as changing someone’s home, there will always be unknowns. We are years into honing this process trying to remove as much uncertainty as possible — we still get surprised now and then. However, it is still possible to flip that funnel so that the process starts really vague (big end of funnel), then through a series of conversations (we call them “discoveries”), the contractor and architect discover what the client wants, and the client discovers what their needs look like and cost, which then impacts what they think they need. Vague to specific. It is a big feedback loop. A cycle. (Cue Elton John singing “The circle of lihihiiife!”) Put the right questions in the right order, the right people listening to each other at the right time, and the whole messy scary process becomes a lot less messy-scary. (Note I didn’t say it wasn’t messy-scary, just LESS messy-scary”). To sum it all up, there are a couple of key elements that will need to be a part of planning a successful project: Go from vague to specific through a series of discoveries. Timing is everything. Right things in the right order. Have the right people in the room for those conversations (you want a team of people who are each talented in different areas — design, construction, budget — that can collaboratively represent their piece of the project Get as much of the project built “on paper” as possible before signing a contract. There will still be plenty of stressful times in a big remodeling or construction project, but this will make it much more successful. Let's show you just how the cycle unfolds: We're going to look at a typical £10m contract. It all starts with the client needing a building and appointing legal and financial advisors. The professional construction consultant team is then appointed to advise on a project and steer the procurement process. The professional construction consultant team typically consists of an architect, a structural consultant, a building services consultant and a cost consultant. The team provide the client with project management and procurement services drawing up the designs for submission to the local planning authority, while also establishing bills of quantities based on these detailed designs. The local planning authority grants the outline planning and sets up local consultation and planning committee meetings to get wholesale approval. Having received approval form the local planning authority, the process of inviting preferred contractors to tender can begin. The opportunity to tender is open. For contractors interested in tendering for the project a Pre-Qualification Questionnaire is completed and submitted and from all the bidders 6 are selected to tender. The shortlisted contractors submit tenders and 2 are selected for further negotiations to decide which contractor will be appointed. Glenigan tracks every stage of the planning and contracting process notifying our clients when contract tenders have been invited and bids are required for submission. We identify bidders through our research and our exclusive partnership with The Builders Conference and monitor projects to identify the successfully appointed main contractor. The local authority gives planning consent and returns to the planning committee to present the final submissions. The appointed main contractor then invites tier 2 package contractors to bid for specialist elements of the project; such as foundations, structural concrete and steel work, glazing, building services, roofing, and fit out packages. The main contractor then appoints tier 2 firms. Our continual tracking of projects means Glenigan clients can access details of key people in these specialist contractors. Next the main contractor works with the tier 2 firms to complete the health & safety assessments and negotiate on the final pricing delivery and designs before signing the stage 2 agreement. The designs are returned to the main contractor for refinement and the tier two firms begin selecting the tier 3 contractors responsible for brickwork, roofing, scaffolding, electrical & mechanical works, dry lining and finishing works. The designs are finalised by the main contractor and supply agreements are drafted up between all builders merchants and manufacturers. The time has come to prepare for construction. With site teams mobilised and recruited, labourers subcontractors brought on board and construction equipment hired. As more specialist contractors, materials and service providers are required, Glenigan equips its clients with timely project and people information to secure new business. As site security and preliminary works are completed and work starts onsite, The Glenigan Index tracks this thus serving as a forward indicator of industry activity. The site manager becomes responsible for the running of the programme, the site, the coordination of the subcontractors and the safety of the working environment. The building is carefully completed and claims can now be placed for tier 2 completion and main contractor milestones. The clients quantity survey then completes an assessment of the work to verify that the project has been completed to the appropriate standard. If work completed is unsatisfactory, payment is disputed and a court of adjudication or arbitration is opened for the contractor in question. At various stages of the process, Local Authority Officers and Building Control Inspectors will visit to ensure certain areas comply with regulations. Once the building has been certified compliant by authorities, the client engineer will sign the completion certificate. As part of this any works still required such as the refurbishment of minor defects will be scheduled. Snagging will subsequently take place to ensure such minor defects are addressed and the project reaches completion. And that's the building cycle.

Do’s and Don’ts of Tendering DO provide ALL the requested information on time and in the required format. REMEMBER that the date given for a response is normally the last date that a tender can be accepted. Late submissions are normally DISQUALIFIED. DO study the tender documents carefully; answer all the questions properly and show the buyer your capability to carry out the contract. DON’T seek to influence the decision by requesting meetings with the buyer: they can't do that during the tender process. There will normally be a named contact on the tender documents: if in any doubt do contact them for clarification as this could save you time and money. If you are shortlisted, you'll be invited to meet the tender evaluation panel. DO provide clear and concise contact details: email address, website and phone numbers. DO thoroughly check your prices and data before finally submitting tender pricing schedules. DO review your policies on a regular basis to ensure that they comply with current regulations. DON”T send glossy brochures or any other information that has not been requested. DO complete ALL sections of the tender document and ensure that you comply fully with the buyer’s terms and conditions. DO ensure that you get a receipt of delivery for your tender submission - signed for or proof of postage if ‘hard copy’ is required or an email ‘read’ receipt if sent electronically. DON’T seek to amend your offer in any way after it has been submitted. DO ask for a de-brief – whether you are successful or not. It’s important to learn what you did right and how you can improve your chances next time. DON’T give up if at first you don’t succeed: try and try again, just as you would in any other sales activity. And don’t be afraid to ask for expert help to improve your chances of success.
